Thông báo kết quả Đại Hội Bất Thường của Cộng Đồng Người Việt Tự Do NSW - 14/12/2025

Đại Hội Bất Thường của CĐNVTD/UC/NSW do Hội Đồng Tư Vấn và Giám Sát (HĐTV&GS) tổ chức chiếu theo Điều 16.1 và 16.2 của Nội Quy vào ngày 14/12/2025 tại Mounties Club đã diễn ra suôn sẻ với sự hiện diện của 5 thành viên HĐTV&GS, 31 Đại diện các Hội Viên Đoàn Thể và 104 Hội viên cá nhân.
Tính tới ngày hôm nay, Danh sách Hội Viên Đoàn Thể của CĐNVTD/UC/NSW có tổng cộng 62 Hội Viên Đoàn Thể. Tức là có đủ túc số chiếu theo Điều 23.2 của Nội Quy để tiến hành Đại Hội Bất Thường.
HĐTV&GS đặt 6 câu hỏi để Đại Hội trả lời gồm có:
1. Quyết định bất tín nhiệm Hội Đồng Tư Vấn và Giám Sát trong phiên họp Cộng Đồng ngày 15/11/2025 có giá trị hay không?
2. CĐNVTD/UC/NSW có bất tín nhiệm Chủ Tịch BCH Ts Hà Cao Thắng hay không?
3. CĐNVTD/UC/NSW có bất tín nhiệm Trưởng Ban Bầu Cử Ông Nguyễn Vy Túy hay không?
4. Quyết định bất tín nhiệm Ủy Ban Tổ Chức Bầu Cử trong phiên họp Cộng Đồng ngày 15/11/2025 có giá trị hay không?
5. Ủy Ban Tổ Chức Bầu Cử được tước quyền tranh cử của Liên Danh Tương Lai do Ts Hà Cao Thắng làm Thụ Ủy hay không?
6. Ủy Ban Tổ Chức Bầu Cử có phải cho phép cử tri ghi danh và bỏ phiếu cùng lúc trong ngày bầu cử hay không?
KẾT QUẢ:

(LƯU Ý: Tổng cộng chỉ có 31 phiếu chớ không phải 32 phiếu vì có một Hội Viên Đoàn Thể xin lại phiếu khi họ gạch rồi bôi lá phiếu đầu).
2. CĐNVTD/UC/NSW có bất tín nhiệm Chủ Tịch BCH Ts Hà Cao Thắng hay không?

KHÔNG BẤT TÍN NHIỆM: 0 phiếu
PHIẾU TRẮNG: 1 phiếu.
3. CĐNVTD/UC/NSW có bất tín nhiệm Trưởng Ban Bầu Cử Ông Nguyễn Vy Túy hay không?
BẤT TÍN NHIỆM: 0 phiếu
KHÔNG BẤT TÍN NHIỆM: 31 phiếu.
Sau khi công bố kết quả, Ông Nguyễn Vy Túy Đại diện cho Ủy Ban Tổ Chức Bầu Cử phát biểu cảm ơn sự tín nhiệm của các Hội Viên Đoàn Thể, nhưng cũng tuyên bố là Ủy Ban Tổ Chức Bầu Cử sẽ rút lui hầu tạo điều kiện cho CĐ thành lập một Ủy Ban Tổ Chức Bầu Cử mới để các Liên Danh và Ứng Viên cảm thấy thuận tiện và thoải mái tham gia tranh cử.
Do đó, HĐTV&GS thấy không cần thiết yêu cầu Đại Hội trả lời câu hỏi 4, 5 và 6.
KẾT LUẬN:
1. Theo Kết quả phiếu trả lời câu hỏi số 1, HĐTV&GS đương nhiệm tiếp tục là cơ cấu đại diện cho các hội viên đoàn thể của Cộng Đồng và có đủ nhiệm vụ và quyền hạn để thi hành nhiệm vụ tư vấn và giám sát đối với BCH/CĐNVTD/UC/NSW dựa trên Điều 17 của Nội Quy;
2. Chiếu theo Điều 15.1 của Nội Quy, Ts Hà Cao Thắng KHÔNG CÒN ĐẢM NHIỆM CHỨC VỤ CHỦ TỊCH và Ls Janice Lê, Phó Chủ Tịch Nội Vụ sẽ thay thế đảm nhiệm chức vụ Chủ Tịch BCH/CĐNVTD/UC/NSW cho đến hết nhiệm kỳ.
HĐTV&GS trân trọng cảm ơn Quý Vị Đại diện các Hội Viên Đoàn Thể và các cơ quan truyền thông cùng quý đồng hương đã yểm trợ và tham dự Đại Hội Bất Thường ngày hôm nay. Chúng tôi cũng kêu gọi tất cả quý vị tích cực tham dự và đóng góp ý kiến trong ngày Đại Hội Thường Niên do BCH/CĐNVTD/UC tổ chức vào ngày Thứ Bảy 20/12/2025 từ 10 giờ sáng tại Trung Tâm Sinh Hoạt Cộng Đồng để yêu cầu Ts Hà Cao Thắng tôn trọng và thực thi quyết định của Đại Hội Bất Thường ngày hôm nay cũng như giúp CĐ bầu ra một Ban Tổ Chức Bầu cử mới để tiến hành tổ chức bầu cử BCH và HĐTV&GS nhiệm kỳ 2025-2027 trong một ngày gần nhất.

NOTICE OF RESOLUTIONS PASSED AT THE EXTRAORDINARY GENERAL MEETING OF THE VIETNAMESE COMMUNITY IN AUSTRALIA (NSW CHAPTER) . (VCA NSW)
14 December 2025
To: The President of the VCA NSW and community members.

– Members of the Vietnamese Community.
The Extraordinary General Meeting (EGM) of the VCA NSW , convened by the Advisory Council (HĐTV&GS) pursuant to Articles 16.1 and 16.2 of the Constitution, was duly held on 14 December 2025 at Mounties Club. NSW.
The meeting proceeded in an orderly and lawful manner, with attendance comprising:
– 5 members of the Advisory Council (HĐTV&GS);
– 31 representatives of Member Associations; and
– 104 individual members.
As at the date of the meeting, VCA NSW comprised 62 Member Associations. Accordingly, the meeting satisfied the quorum requirements under Article 23.2 of the Constitution, and all proceedings and resolutions passed therein are valid and binding.
QUESTIONS SUBMITTED TO THE EGM FOR DETERMINATION
The Council of Advisors and Supervisors submitted the following six (6) questions to the EGM for determination:
Is the motion of no confidence against the Council of Advisors and Supervisors passed at the Community Meeting on 15 November 2025 valid?
Does VCA NSW pass a motion of no confidence against the President of the Executive Committee, Dr Thang Ha?
Does VCA NSW pass a motion of no confidence against the Head of the Election Committee, Mr Vy Tuy Nguyen?
Is the motion of no confidence against the Election Committee passed at the Community Meeting on 15 November 2025 valid?
Should the Election Committee be deprived of its authority to disqualify the “Future Alliance” ticket represented by Dr Thang Ha?
Is the Election Committee required to permit voter registration and voting on the same day of the election?
VOTING RESULTS
Question 1: Validity of the motion of no confidence against the Council of Advisors and Supervisors (15 November 2025):
– Valid: 0 votes
– Not valid: 31 votes
(Note: A total of 31 votes were counted, not 32, as one Member Association withdrew and replaced its ballot due to an initial marking error.)
Question 2: Motion of no confidence against Dr Thang Ha, President of the Executive Committee:
– Votes of no confidence: 29
– Votes of confidence: 0
– Abstentions: 1
Question 3: Motion of no confidence against Mr Nguyễn Vy Túy, Head of the Election Committee:
– Votes of no confidence: 0
– Votes of confidence: 31
Following the announcement of the results, Mr Nguyễn Vy Túy, on behalf of the Election Organising Committee, expressed his appreciation for the confidence shown by Member Associations. However, he formally declared that the Election Organising Committee would voluntarily stand down, in order to facilitate the establishment of a new Election Organising Committee, thereby ensuring fairness, transparency, and comfort for all candidate alliances and individual candidates participating in the election process.
In light of this declaration, the Council of Advisors and Supervisors determined that it was no longer necessary for the EGM to deliberate on Questions 4, 5, and 6.
CONCLUSIONS AND RESOLUTIONS
Pursuant to the voting results on Question 1, the incumbent Advisory Council (HĐTV&GS) remains the lawful representative body of Member Associations within the Community and retains full authority and responsibility to perform its advisory and supervisory functions over the Executive Committee, in accordance with Article 17 of the Constitution.
Pursuant to Article 15.1 of the Constitution, Dr Thang Ha is hereby removed from the position of President of the VCA NSW.
Ms Janice Lê, Vice President (Internal Affairs), shall assume and discharge the duties of President of the Executive Committee of VCA NSW for the remainder of the current term.
The Advisory Council respectfully thanks all representatives of Member Associations, members of the media, and community members for their support and attendance at today’s Extraordinary General Meeting.
The Council further calls upon all stakeholders to actively attend and participate in the Annual General Meeting organised by the Executive Committee of UC/NSW, to be held on Saturday, 20 December 2025, from 10:00 a.m., at the Community Centre, in order to:
– Request Dr Thắng Ha to respect and implement the resolutions passed at the Extraordinary General Meeting of 14 December 2025; and
– Assist the Community in electing a new Election Committee, enabling the prompt and proper conduct of elections for the Executive Committee and Advisory Council for the 2025–2027 term.
